The female monster smuggled 6,150kg of gold using a three-wheeled vehicle, loaded with rocks to disguise herself, and was wanted

For more than 2 months, Nguyen Thi Minh Phung's group brought 6,150kg of 9999 gold from Cambodia to Vietnam by tricycle, loaded ice on top to cross the border, and consume from South to North.

The Supreme People's Procuracy has just issued an indictment prosecuting Nguyen Thi Minh Phung (born 1981, from Binh Dinh), Nguyen Thi Kim Phuong (born 1985, from Tay Ninh) and 22 other defendants for "Smuggling" under Clause 4, Article 188 with a prison sentence of 12 - 20 years in prison.

According to the indictment, the State monopolizes the import and export of raw gold to make gold bars, according to Decree 24/2012. Therefore, the defendants in the case are not allowed to import gold bars or raw gold.

However, the defendants in the case realized that the price of gold in Vietnam was higher than in Cambodia, so from the beginning of 2022, they established two lines, smuggling a total of 6,150kg across the border. Smuggled gold is consumed in Tay Ninh, Ho Chi Minh City and even "on a plane" to Hanoi.

The first line is headed by Nguyen Thi Minh Phung . The defendant used to work at gold shops, so he knew many people in this field, so he organized and assigned others to carry out smuggling.

Phung will find out the needs of domestic buyers, then contact Cambodia to place an order and hire someone to transport it back to the country at a shipping price of 170 USD/gold bar. This group is accused of taking advantage of the policy of "not regularly controlling vehicles traveling for daily life purposes of border residents" to transport goods.

The person who directly transferred the gold was defendant Nguyen Thi Ngoc Giau (born 1980, in Tay Ninh).

She let her people pick up the gold in Phnom Penh, transport it to Chang Riec border gate (Tay Ninh), put it in the secret compartment of a tricycle, load ice on top to "disguise" and then drive across the border. The gold was gathered at Giau's cold ice factory in Tan Bien district (Tay Ninh) before being divided and handed over to defendant Phung.

The investigation agency determined that from August 3, 2022 until it was discovered on September 28, 2022, this ring smuggled 4,830kg of gold bars with a total value of more than 6,644 billion VND. Through this, 17 defendants in the ring benefited more than 17.6 billion VND.

The second line was led by Nguyen Thi Kim Phuong (sister of defendant Ngoc Giau) , the indictment stated. Phuong lives at the border and knows a gold seller in Cambodia, so she ordered 9999 gold for 54,000 USD/1kg and then smuggled it back to Vietnam, selling it at a higher price of 300 USD/1kg.

The transportation of gold is also by three-wheeled vehicle, loaded with ice on top like the first line does. The Procuracy alleges that from July 16, 2022 - September 28, 2022, Phuong's network successfully smuggled 1,320kg of gold, worth more than 1,817 billion VND.

Regarding the case, the prosecution agency determined that during the time the defendants were smuggling, a Vietnamese and a Cambodian person regularly delivered and received motorbikes carrying ice for each other at fixed times every day, from 4:30 a.m. to 5:00 a.m. or 5:00 p.m. - 6:00 p.m. at Chang Riec border gate.

This time frame is under the responsibility of directly controlling 9 officers at Chang Riec Border Guard Station. These officers showed signs of the crime of "Lack of responsibility causing serious consequences", so the police transferred the file to the Ministry of National Defense to resolve according to its authority.

The defendants' act of smuggling gold across the border was not detected by the Xa Mat International Border Gate Customs Branch. However, the investigation agency believes that there is not enough evidence to criminally prosecute the customs officers involved.

Investigation also showed that the defendant in the case and the Vietnam Airline flight attendant brought solid gold from Tan San Nhat to Hanoi. Tan Son Nhat airport security officers once discovered "cubic metal objects" but did not report or handle them. According to the investigation, this is not a dangerous item banned from being brought on an airplane, so there is no basis to handle the individuals involved.
