On that basis, the Department of Information and Communications of Ho Chi Minh City HCMC decided to sanction administrative violations against Ms. Nguyen Thi Le Nam Em for 2 acts as prescribed in Decree 15/2020 of the Government with a total fine of VND 37.5 million.

The first act is to provide information that causes panic among the people as prescribed at Point d, Clause 1, Article 101: "Supplying and sharing fabricated information, causing panic among the people, inciting violence, crimes and social evils", a fine of VND 7.5 million.

The second act is to provide information that offends national celebrities and heroes without reaching the level of being examined for penal liability as prescribed at Point b, Clause 7, Article 102: "Providing information and images that violate national sovereignty; distorting historical facts, denying revolutionary achievements; insulting the nation, celebrities and national heroes without reaching the level of criminal prosecution", a fine of 30 million VND.

The management agency also noted that Miss Nam Em has been administratively sanctioned 1 time, it is necessary to be careful in statements, if deliberately recidivism, aggravating circumstances will be considered.
