Kien Giang: Surprised female principal was arrested for appropriating nearly 1.8 billion dong of student food money

It is known that from the school year 2018 - 2019 until now, Nguyen Ba Ngoc primary school, led by Mrs. Lien, has been approved by the Department of Education and Training to organize semi-boarding classes. According to the approved plan, the principal is responsible for the entire management and administration of teaching activities, including monitoring of revenues and expenditures.

By the school year 2019-2020, Nguyen Ba Ngoc primary school has opened 13 semi-boarding classes with 505 students. According to regulations, each student who registers for part-boarding has to pay 150,000 VND/month, service fee and 27,000 VND/meal. In 2020 - 2021, the school opens 15 day-boarding classes with the number of 629 students. In which, the service fee is 250,000/month/student and each student meal must pay is 30,000 VND.

However, in the two school years 2019-2020 and 2020-2021, the actual collection and payment of boarding money at Nguyen Ba Ngoc Primary School is not in accordance with the regulations on finance and accounting.

Specifically, at the beginning of each month, the teacher of the semi-boarding classes collects the money from the students and returns it to Ms. Tran Thi Huong who is the treasurer. When receiving money from homeroom teachers, Ms. Huong did not pay the treasury according to regulations, but followed Ms. Lien's direction, which was to hand over all the money to Ms. Lien to manage and pay for herself.

Although she is well aware of the regulations that all school revenues must be deposited in a temporary deposit account at the treasury, Ms. Lien did not do so, but kept all the cash collected as above and made the payments herself. : pay to provide day-boarding meals, foster teachers for day-boarding classes, buy cleaning supplies, return money to students who don't eat. As for the money used to pay for the cooking establishment, Ms. Lien did not directly pay the cooking establishment, but gave the money to Ms. Huong to pay with the cooking establishment.

In just 4 months including: January, 9, October and November 2020, through self-management of the collected semi-boarding money, Ms. Lien had an act of appropriating the student's boarding money with a total amount of more than 1, 35 billion dong.

In addition, in the school year 2020-2021, Ms. Lien collected VND 435 million from the sale of school uniforms but did not pay the uniform supplier under the signed contract. After the investigation process, the authorities determined the total amount of embezzlement Ms. Lien was more than 1.78 billion VND.

Previously, the investigative police agency of Tuyen Quang province said that it had made a decision to prosecute the accused and execute the arrest warrant for Vu Canh Phuong (SN 1977, residing in Vietnam). Defendant Vu Canh Phuong is the Principal of Tan Thanh 2 Primary and Secondary School (Tan Thanh Commune, Son Duong District).
