If the hospital continues to wait for 3 quotations, the hospital cannot build a bid package price, from which the hospital will certainly temporarily suspended operations because there are not enough chemicals to confirm the diagnosis and not enough consumable medical supplies to treat patients," the hospital's report stated.

Regarding the circulation number and the import license of medical equipment, the hospital said that most of them are no longer valid, so it seriously affects the treatment of patients. Contractors cannot import medical equipment to supply hospitals, especially chemicals for blood gas testing, diagnostic tests for myocardial infarction...

The hospital side believes that medical equipment (including medical supplies and chemicals) is a specific commodity of the medical industry, directly related to the patient's life, so it is necessary to specified, complete, clear, public and timely to meet the treatment needs of patients.

From the above fact, the hospital recommends the leaders of the Ministry of Health and relevant departments to urgently amend and supplement Decree 98/2021/ND-CP to solve current problems and difficulties to hospitals can deploy the procurement of medical equipment.

The Ministry of Health urgently needs to renew, re-issue or extend the circulation number and import license specified in Decree 98 to quickly have medical supplies and chemicals for the treatment of patients.

In the long term, Cho Ray Hospital recommends that it be necessary to develop a separate procurement law for the health sector or supplement the procurement chapter for the medical sector in the Bidding Law.
