In a 2-minute clip posted on May 3, Mr. H.T.T said that he took M.T.A (4 years old) to the emergency room at Nam Dinh Provincial General Hospital after an incident with a homemade tricycle. Mr. T. said that when he was admitted to the hospital, the chil.d was examined by a doctor and measured his heart rate.
