Ta Bich Loan was born in 1968 in Ninh Binh. This strong-willed woman's father is an economic engineer, who greatly influenced her. Since her childhood, Ta Bich Loan has been very hard-working and eager to learn. While studying at Ly Thuong Kiet High School (Hanoi), she was the class secretary and a very good student. After graduating from high school, she studied for a bachelor's and master's degree at Lomonosov State University, Russia.
