Without using words of condemnation or roundabout defense, Pham Thoai said that all doubts should be viewed through the investigation results from the competent authority.

He expressed that the reason for not responding early was not because of lack of responsibility, but because he believed that all disputes would only truly end when there was an official conclusion from the investigation agency. "I am not a good person to explain. I chose to wait for the conclusion from the only place that can determine right and wrong - the law," he shared. He also admitted that his silence in the past time made many people skeptical and disappointed, but that was the price he accepted so as not to hurt anyone more while everything was still unclear.

Earlier that day, Khanh Hoa Provincial Police issued a statement confirming that they would not initiate criminal proceedings. According to the conclusion, the entire process of calling for and spending charity money by Ms. Hoa was reasonable, purposeful, and transparent.
