These are products that have been licensed for circulation on paper. However, Ngan took advantage of this cover to carry out a sophisticated deception trick to consume a completely illegal product.

"Bundled Goods" and Counterfeit Products

Specifically, Ngan has processed and sold more products called "Collagen vegetable tablets". Through investigation, this product was not licensed for circulation, there was no value announcement dossier as prescribed. In order to bypass the authorities, Ngan directed the packaging and labeling of the same brand as the main products (X3, X7, X1000) and advertised as accompanying products, which are used to increase the effectiveness of weight loss.

On the packaging of Collagen tablets, Ngan clearly noted the words "gifted goods, not sold" to deal with the inspection of the management agency. However, in fact, this product is sold as a whole set as a mandatory weight loss course. Customers are advised and encouraged to use Collagen tablets in parallel to achieve "faster weight loss effects", making counterfeit products an integral part of ZuBu's sales chain.

Business Scale and Huge Cash Flow

The products are transported from the factory in Hanoi to the warehouse of the ZuBu shop in Ho Chi Minh City. Ho Chi Minh City, then widely distributed through social networking channels such as Facebook, TikTok and hotlines. The weight loss treatment, committed to losing from 4 to 15kg, is sold at prices ranging from 870,000 to 1,100,000 VND per set (including the main product and fake Collagen package).

This activity has brought in huge revenue. Delivery data shows that in the period 2023-2024 alone, the total revenue from the fake food business has reached hundreds of billions of VND. All of this money was used by Ngan in many bank accounts of relatives and employees to hide the cash flow before focusing on personal accounts.

Dangers: Banned Substances Sibutramine and Phenolphthalein

Inspection at the Sub-Institute of Criminal Sciences - Ministry of Public Security has determined that the products sold by Ngan 98 do not meet the declared value target and are counterfeit. Most alarmingly, some product samples, especially "Collagen vegetable tablets", were found to contain dangerous banned substances such as Sibutramine and Phenolphthalein.

These are active ingredients that are prohibited from being used in food due to causing serious side effects such as cardiovascular disorders, hypertension, digestive disorders and even a potential risk of cancer. The consumption of these products has seriously affected the health of consumers, making weight loss a direct threat.

Cooperative Attitude and Investigation Conclusions

In the process of working with the investigating agency, Vo Thi Ngoc Ngan was not sincere, showed signs of crooked declarations and tried to blame others to avoid responsibility. However, based on irrefutable physical evidence, including delivery data, outsourcing contracts and evidence of cash flow, along with employee testimony, the authorities affirmed that Ngan 98 was the mastermind and operator of the entire chain of processing and trading counterfeit goods. The investigating police agency is continuing to expand its investigation to clarify the roles of other individuals involved in the case.
