Thousands of residents are angry because the apartment building has a water cut off, causing harm and outrage from the investor.

The scene unfolded when the water supply was suddenly cut off from 4pm until late at night without any notice from the building. The elderly were anxiously waiting for information, hoping that the water would be restored soon.

The tense and frustrating atmosphere increased as it was very late and the situation still did not improve. After a hard day's work, adults had to strain themselves, run around everywhere to beg for water, or even buy water for temporary use. People had to bring buckets, cans, plastic boxes, anything that could hold clean water to bring home. The whole apartment was in chaos and everyone was extremely upset, unable to believe that such an incident could happen in a luxury apartment building in the center of Hanoi.

Mr. Dinh Trung (building A, Green Pearl apartment) tiredly said: "From about 4 pm, I turned on the faucet but saw no water flowing. Losing power and internet is bearable, but not having water is unbearable. Because without water, we cannot do daily activities, bathe, it is very oppressive, extremely uncomfortable. Not to mention losing water right at mealtime, it is too much of a tease.

Obviously we paid our water bill in full, not a single penny missing, so why was our water cut off?

Meanwhile, Ms. Pham Vu Hong Hanh (resident of building A) said that the water outage had been warned in advance but the fault did not lie with the residents.

"Since May 2024, Hoang Mai Clean Water Enterprise has announced that the investor of the Green Pearl project owes water money and has also held many meetings but has not yet resolved the problem. However, we did not think that there would be a day when the water would be completely cut off like today because we thought the investor would handle this problem to ensure the legitimate rights of residents.

"It's clearly not the people's fault because we pay our water bills every month. Now we have to suffer because of someone else's wrongdoing. It's so unreasonable," she said indignantly.

Explaining more clearly about the incident that caused 504 households (about 1,800 people) to suffer from a lack of water for daily use, a member of the apartment building's management board said: "According to the document of Hoang Mai clean water company, the investor owes about 290 million VND in unpaid water bills. They argued that the investor's failure to pay for water violated the contract between the water supplier and the service user. Therefore, they cut off the water, causing inconvenience and misery for the people."

Local residents also said that Hoang Mai Clean Water Enterprise had sent out official dispatches many times, requesting meetings to resolve the issue, but the investor did not attend the meetings. Hoang Mai Clean Water Enterprise had reduced the water supply at Green Pearl to only 3 m3/hour. And finally, at around 4:00 p.m. on November 15, the entire area was cut off from domestic water for use.

The representative of the residents expressed his opinion: "The issue of the investor not paying the water bill needs to be handled quickly and as soon as possible. I request that the authorities intervene to clarify so that people do not fall into such a miserable situation again."

It is known that the investor of Green Pearl is Phong Phu - Daewon - Thu Duc Housing Development Joint Stock Company and has been involved in many "scandals". In April 2020, the People's Committee of Hai Ba Trung District issued a decision to fine this enterprise for violating the construction permit No. 151/GPXD and the approved design drawings at the low-rise housing area of the Green Pearl project at 378 Minh Khai, issued by the People's Committee of Hai Ba Trung District on March 29, 2016.

Many other violations of this investor were also clearly stated in the Government Inspectorate Conclusion No. 1468/KL-TTCP, dated September 4, 2018.

Up to now, there has been a blatant situation of water debt, causing residents to have their water cut off even though they pay their water bills in full every month. Residents at Green Pearl are extremely upset and urgently request that the State management agencies, departments and branches of Hanoi promptly get involved to clarify the matter.
