Faced with the widespread situation of deviant and offensive songs, the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee issued Document 69-CV/BTGDVTU to rectify musical activities and orient compositions towards cultural standards.
Recently, the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee expressed concern about the composition and performance trends of some young artists. According to this agency, many songs spread on social networks have sloppy, offensive, even vulgar musical language; use substandard Vietnamese, promote a loose lifestyle, "gangster style" or are related to banned substances. These manifestations are considered to distort aesthetic values, negatively impacting young people. In the list mentioned, there is Jack with the song performed on October 16, 2025 in Hanoi, HIEUTHUHAI with Trinh, and a series of products such as Mien Mong Mi, CLME, Keo, Cao Oc, Em Iu, Su Nghiep Chuong... all of which are reported to have substandard content and lack of artistry.
In that situation, the Propaganda and Mass Mobilization Committee of the Ho Chi Minh City Party Committee has requested the Department of Culture and Sports of the City to strengthen the inspection and management of music composition, distribution and performance activities - especially rap genre and products spread online. At the same time, coordinate with the City Inspectorate to strictly handle violations, in parallel with organizing propaganda programs and orienting artistic creation. Artists with positive contributions and humanistic values will also be rewarded and praised to encourage beautiful values in cultural life.
Notably, the document also emphasized the need to consider not inviting artists with deviant behavior, compositions or statements that promote social evils to perform in official programs, festivals and events of Ho Chi Minh City.
In response to some online opinions that this is a form of "banning" artists, Ms. Dinh Thi Thanh Thuy, Deputy Head of the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee, spoke up to affirm: "Official dispatch 69-CV/BTGDVTU does not have the nature of punishment or prohibition. This is an orientation document, helping management agencies and artists to have a clearer view of deviant manifestations in composition and performance."
Ms. Thuy further emphasized that the Propaganda and Mass Mobilization Department only has the role of guiding, propagating and educating, and does not have the authority to ban performances. The responsibility to decide on handling violations belongs to the state management agency according to current legal regulations.
Musician Nguyen Duc Trung, Vice President of the Ho Chi Minh City Music Association, supports this move and believes that it is a necessary step to protect a clean artistic environment. He said: "If management is lax, allowing offensive products to appear before being dealt with, the first people to be affected will still be the audience, especially the youth - the group that accounts for a large proportion of listeners today."
Mr. Trung also said that although the Music Association does not have the legal authority to impose penalties, it can encourage and remind members to avoid composing and disseminating offensive works that go against public morals.
According to cultural researchers, the core issue lies not only in administrative management but also in improving the public's musical taste. When audiences have good taste, they will automatically eliminate "trash music" and move towards true artistic values. Music can only develop sustainably when artists create responsibly and the public has the capacity to perceive it in a civilized manner.
