The Vietnamese entertainment industry is being shaken by official information from the authorities. On October 31, the Investigation Police Agency, Ho Chi Minh City Police (Economic Police Department), issued a decision to prosecute and temporarily detain artist and actress Truong Ngoc Anh to investigate the crime of abuse of trust and appropriation of property. The dramatic collapse of one of the most powerful actresses, producers in showbiz, and a famous businesswoman, has shocked the entire public.
Hundred billion shock: Actress accused of appropriating billions of foreign investors
According to initial information, the incident originated from a complaint filed by Dat Rong Real Estate JSC â where Ms. Truong Ngoc Anh used to hold the position of Chairman of the Board of Directors and Director. This company accused Ms. Anh of having signs of appropriating the companyâs assets during the course of management.
The seriousness of the case is shown by the huge amount of investment. Ms. Truong Ngoc Anh called on Mr. PGM (Irish nationality) to contribute a total investment of 9.1 million USD (about 149 billion VND) to implement two real estate projects, including the prime Indochine building project in the center of old District 3, Ho Chi Minh City.
According to the investment contract signed in January 2008, the Indochine project was required to be owned by Dat Rong Company. However, the verification results exposed a shady act: before signing the contract, Ms. Anh and Mr. NMH (61 years old) signed a sales contract with four households in the above land plot under their own names, with a total value of up to 7,917.3 taels of gold.
Bookkeeping trick: Seizing nearly 1,500 taels of gold
What attracted the investigation agency's special attention was the sophisticated trick in accounting. Although Ms. Anh had only paid 3,000 taels of gold to buy the land, she accounted for 4,458 taels of gold in the company's books. With just a simple price-inflating trick, Ms. Anh created a phantom difference of up to 1,458 taels of gold, showing signs of appropriating this surplus value.
Not only did she stop at changing the value of the land, Ms. Anh was also accused of embezzling compensation money from the state. In December 2007, the Ho Chi Minh City People's Committee decided to reclaim the above land to expand Le Quy Don High School and pay more than 26.1 billion VND in compensation to four households.
Land compensation appropriation: more than 10 billion VND went into private pockets
After receiving the compensation, the four households returned the entire amount to Ms. Anh and Mr. H. However, a blatant truth was revealed: Ms. Anh only transferred a mere 3 billion VND to the company and investors, the remaining more than 10 billion VND was said to have been used for personal purposes. This behavior shows the coldness and boldness in profiting from investment capital and compensation money.
During the course of running the business, the actress was also accused of abusing her authority as a legal representative to arbitrarily withdraw money from the company account. She directed the creation of false documents and accounting entries, in order to falsify financial reports to conceal the misappropriation.
The case is currently being further investigated by the Ho Chi Minh City Police Department, expanding and clarifying the roles of the individuals involved and recovering assets for the investors and businesses that were harmed.
