Bien Hoa: Fines 300 parents who hand over motorbikes to their children, warns of Hanoi's "monster driver" case

On November 6, the Traffic Safety Board of Bien Hoa City (Dong Nai province), said that from October 1 to 31, the functional forces had inspected and sanctioned more than 300 cases of parents handing over cars to students who did not meet the conditions (age and driver's license) to circulate.

Specifically, during October 2024, the Traffic and Order Police Team of Bien Hoa City Police inspected and sanctioned more than 400 cases of students violating road traffic order and safety. In addition, there are many cases where the authorities receive images and clips provided by people and then conduct verification and cold fines. In the coming time, the traffic police force will continue to organize patrols and control at main traffic routes in urban areas, roads near schools, and areas where many youths gather to violate traffic order and safety.

The inspection and handling of violations will be carried out regularly and continuously by the Bien Hoa City Police, contributing to a change in the awareness and sense of compliance with the law on traffic order and safety of parents and students.

Regarding the above, the Dong Nai Provincial Traffic Safety Board has just issued an action plan to implement the provisions of the law on not handing over vehicles to unqualified people (age and driver's license) to drive vehicles in traffic throughout the province.

From now until the end of the month, agencies, departments and localities in the province will focus on propagating the message of not handing over vehicles to people who are not qualified to drive vehicles in traffic. Along with that are the regulations on prohibiting the delivery of vehicles to people who are not qualified to drive vehicles; prohibiting the operation of vehicles without meeting the conditions. Especially the responsibility for the act of handing over the car to an unqualified person, including: Administrative liability, civil liability, criminal liability in case of causing a serious collision.

Regarding the case, the Hoan Kiem District Police said that the unit had temporarily detained 10 people involved. According to the documents of the investigation agency, at about 0:15 on November 3, Ms. N.H.Q. (27 years old) driving a motorbike stopped waiting for a red light at the intersection of Tran Hung Dao - Ba Trieu when a group of about 25-30 motorbikes ran at high speed from the direction of Tran Hung Dao - Hanoi station.

In the convoy, N.H.N. (19 years old) drove a gray Vision motorcycle carrying N.P.A. (19 years old) at high speed, hitting Ms. N.H.Q., causing her to fall on the road. Immediately afterwards, N.T.M.K. drove a motorbike carrying L.D.C. (16 years old) running in the same direction but did not have time to handle and crashed into Ms. Q. The strong impact caused Ms. Q. to die on the spot. After the incident, the group of youths left the scene.
