The Hanoi City Police Department has issued a decision to initiate criminal proceedings, prosecute the accuse.d and issue a temporary detention order against Vu Van Vuong (born in 1973, residing in Hoang Long commune, Phu Xuyen district, Hanoi) for the crime of assaulting another person.
According to the initial investigation results, the defendant Vuong confessed that he attacked his two children and wife one by one, hid them under the bed, and then attacked his elderly mother because he wanted to free the whole family from poverty. Sharing with VOV, Mr. Vu Tuan Anh, Chairman of the Fatherland Front Committee of Hoang Long commune, said: "Vu Van Vuong's family was recognized as having escaped poverty since 2020 and is no longer a poor household."
In addition, some people living near the defendant's house said: Mr. Vuong's family is not poor, the house is fully furnished, the economy is stable, the house is under construction on the second floor and the children have enough food and clothes. In particular, Mr. Vuong has a habit of regularly eating breakfast at restaurants all year round.
Along with that, neighbors living near the defendant's house confirmed that Mr. Vuong had no mental problems. Previously, at around 2:30 p.m. on January 17, Mr. VVS's family discovered Ms. D.TN (born in 1946, residing in Kim Long Trung village, Hoang Long commune, Phu Xuyen district, VVS's aunt) dead lying on the bed in the living room.
After that, everyone discovered that Mrs. N's daughter-in-law, Ms. D.TT (born in 1975), her son, Ms. D.TT (born in 2008), and her daughter, Ms. D.TT (born in 2006), were all dead under the bed in the bedroom next to the living room. Mr. VVS's family reported the incident to the Phu Xuyen District Police.
Recognizing the seriousness of the incident, the City Police Department's leaders directly went to the scene to direct professional units to coordinate with the City People's Procuracy and Phu Xuyen District People's Procuracy to carry out investigation activities according to regulations.
After more than 20 hours since receiving the report, at around 12:00 on January 18, Hanoi City Police coordinated with the Ministry of Public Security's Professional Department and Ba Ria - Vung Tau Provincial Police to discover and arrest Vu Van Vuong (Ms. D.TN's son) in Ward 2, Vung Tau City, Ba Ria - Vung Tau Province.
At the police station, the subject confessed: due to difficult and deadlocked life circumstances, Vuong had the idea of killin.g all family members and then himself.
On January 15 and early morning of January 16, Vuong kille.d four family members. After that, Vuong took medicine to go with them but failed.
On the morning of January 16, Vuong took a bus to Ba Ria - Vung Tau. At around 12:00 on January 18, Vuong was arrested by the police while visiting a pagoda in Vung Tau City. The case is currently being further investigated by the Hanoi City Police.
Evaluating the above case, Dr. and lawyer Dang Van Cuong told Vietnamnet about the process of determining the mental state of the criminal. Accordingly, during the investigation, prosecution and trial, if there is reason to believe that the subject has mental problems, the prosecution agency will request a psychiatric assessment to clarify their cognitive capacity and behavioral control.
The investigating agency needs to clarify whether at the time of committing the socially dangerous act, the subject had the capacity to perceive and control his behavior. At the same time, it is necessary to check after committing the crime, how capable he was of perceiving and controlling his behavior.
In cases where a psychiatric examination shows that the offender, at the time of the crime, retained limited cognitive capacity, he will still face criminal liability. Only if the person completely loses cognitive capacity due to mental illness will he be exempted from criminal liability.
"If due to a medical problem, depression, and not being aware of his behavior, he attacked all his family members, this would be an extremely heartbreaking tragedy. At that time, the issue of criminal responsibility may not be raised, but it will be a lesson for many people in managing people with mental illness and psychological problems," Dr. Dang Van Cuong told the above newspaper.
