Earlier, on the morning of March 15, a clip went viral on social media recording two women posing for photos on the railway tracks. At this time, the train was approaching, but the two women still calmly walked on the tracks, despite the train driver having to brake suddenly and blow the horn.
Also according to the image in the clip, when the train approached, only about 10 meters away, the woman in the black dress jumped off the tracks. The clip posted on social media has caused public outrage. Many people believe that although it did not cause any damage, it shows the two women's poor awareness of traffic safety.
According to Vietnamnet, the above mentioned train was carrying goods with 25 carriages (including the locomotive) moving along the route from Tien Kien station (Phu Tho) to Yen Vien station (Hanoi). The main driver was Mr. Le Ngoc Anh (43 years old), from Hanoi Locomotive Enterprise.
Mr. Le Ngoc Anh said that he has 22 years of experience driving trains with thousands of trips on railway routes from North to South. Although he has encountered many situations and cases of poor awareness, causing railway traffic safety problems, this is the first time he has witnessed a situation where people pose recklessly in front of a moving train to take a "virtual life" photo.
The above situation forced him to use extraordinary braking (braking the train to a complete stop). According to Mr. Ngoc Anh, at that time, the train was moving at a speed of 40km/h, from a distance of more than 200m, he discovered 2 people standing on the tracks so he continuously blew the whistle and slowed down.
Despite this, the two women still deliberately walked onto the tracks and forced him to brake extraordinarily. As the train slowed down and was about to stop, just 10 meters away from the two women, the two ran off the tracks.
Driver Ngoc Anh shared that railway traffic seems wide but in reality it is very complicated, easily encountering unexpected situations that force him to brake extraordinarily. In his 22 years as a train driver, he has had to use extraordinarily fast brakes a few times, but the last time was 5-6 years ago.
"Such a situation is beyond the control of train drivers like us. Fortunately, no unfortunate incidents have occurred. After the incident, I reported to the front and rear guards to ensure safety so that the train could continue its journey and reach Yen Vien station," said Mr. Ngoc Anh.
According to the Ho Chi Minh City Law Newspaper, on March 16, a representative of the Vietnam Railway Corporation said they were working with authorities to clarify the case of two girls dancing on the tracks while a train was approaching.
A representative of Vietnam Railways Corporation said that if the train driver did not handle the situation in time, there would be a high risk of a traffic collision. The cause was the lack of awareness and non-compliance with traffic laws of these two women.
Also according to the representative of Vietnam Railway Corporation, Decree 100/2019 on administrative sanctions for road and railway traffic violations clearly stipulates sanctions for the above cases.
Specifically, a fine of 60,000 - 100,000 VND will be imposed on pedestrians who cross the barrier of a level crossing or a shared bridge when the barrier is moving or has closed; cross the level crossing when the red light is on...
Fines from 300,000 to 500,000 VND for the following acts: Walking, standing, lying, sitting or other acts on the railway, in bridges or tunnels reserved for railways; Crossing the fences or barriers separating the railway from the surrounding area...
Regarding the above incident, Vietnam Railways Corporation emphasized that railways are dangerous areas, pedestrians trespassing can cause serious collisions. If people intentionally violate, causing collisions or damaging railway works, violators can be prosecuted for civil or criminal liability, depending on the extent of damage.
Regarding the incident, a representative of the Traffic Police Department (Ministry of Public Security) also said that they have requested the relevant authorities to investigate and clarify the clip of two women dancing on the railway tracks when a train arrived to strictly handle it according to the law, in order to deter and avoid the recurrence of the above situation.
