According to lawyer Phan Hoa Nhut, only criminal violations under Article 174 of the current Penal Code on the crime of deceiving and appropriating property with the act of buying and selling miss prizes when the contestants in the contest prove that the contest has organized the purchase and sale of prizes.

"The reason why other contestants when registering also pay exam fees and other time and expenses for the competition.
