The Food Safety Department also provided specific figures, demonstrating the level of violations: 4 establishments were not operating at the registered location, causing difficulties in management; 1 establishment seriously violated product labeling, causing confusion for consumers; 2 establishments advertised false content, deceiving customers' trust; and in particular, 1 establishment violated up to 4 acts at the same time in the field of production and trading of functional foods, showing disregard for the law and people's health.

Among the cases handled, the appearance of influential names on social networks has attracted special attention. These are not only common violations but also a warning bell about the responsibility of individuals and organizations when using their influence to promote products.

Specifically, Ngan 98 and the Ngan Collagen brand were requested by the Food Safety Department to be inspected and handled. This couple was involved in promoting weight loss products with false content, exaggerating the effects that were not true, causing serious misunderstanding for consumers.

The use of prominent personal images to sell unverified products or advertise without permission has created a negative effect, causing many people to trust and buy and use them, potentially affecting their health. The Food Safety Department had to send 9 official dispatches to management agencies under the Ministry of Industry and Trade and local health departments such as Ho Chi Minh City and Hanoi to coordinate in inspecting and thoroughly handling these violations.

In addition to Ngan Collagen and Ngan 98, "Genuine Hoang Huong Meli Pharmaceuticals" was also mentioned by the Food Safety Department. This page was accused of advertising functional foods without a content certification certificate as required by law.

This is a basic but very common violation, showing that businesses still deliberately circumvent the law or lack strict control in the communication process. To thoroughly handle it, the Food Safety Department has sent a document requesting the Department of Radio, Television and Electronic Information to intervene, requesting strict handling of the violating site.

Resolute actions from authorities and completion of legal framework

To enhance management efficiency and prevent poor quality functional foods and false advertising from reaching consumers, the Food Safety Department has implemented many drastic measures.

The Department has sent documents to major e-commerce platforms such as Shopee and Lazada, requesting the urgent removal of products that have not been declared and are being sold publicly. This move is aimed at minimizing the distribution channels of floating products of unknown origin, protecting the rights and health of consumers.

On the legal side, the Department also said that it is urgently completing the draft amendment to Decree 15/2018/ND-CP - detailing the implementation of a number of articles of the Food Safety Law, and drafting the Law amending the Food Safety Law. These drafts are expected to be submitted to the National Assembly in October 2025.
