The incident of "releasing dogs to attack people" that occurred in Pham Hong Thai hamlet, Hong Van commune (Hanoi) in the last days of 2025 has shocked and outraged the public. What started as a long-standing neighborly dispute escalated far beyond normal limits, transforming a once peaceful small alley into the scene of a dangerous daytime attack.
According to information from the authorities, on the afternoon of December 25, 2025, the Hong Van Commune Police received a report about a serious altercation in the area. Initial verification revealed a conflict between Tran Quoc Luong (born in 1988) and Mr. PVH (born in 1990), a neighbor. The two sides exchanged harsh words, escalating tensions and causing chaos in the residential area.
Notably, Mr. Tran Nhat Hoa (born in 1959), Luong's father, was present during the argument. Instead of intervening effectively, the situation escalated further when, around 4 PM that same day, Luong opened the gate, took his dog out onto the street, and encountered Mr. and Mrs. H. Challenges and arguments reportedly continued, leading to violent behavior that terrified many witnesses.
According to the victim's account, Mr. Hoa attacked Mr. H. right in the middle of the street. Meanwhile, Luong allegedly unleashed a dog into the brawl. The aggressive animal repeatedly bit Mr. H.'s hands and body, then continued to attack his wife, who was with him. The woman was bitten deeply in the thigh and screamed for help in panic, while bystanders watched helplessly.
Mr. H. stated that he tried to rescue his wife but was fiercely prevented by the neighboring father and son. Only after the intervention of local residents was the dog pulled away, while the couple had to be hospitalized with multiple injuries. Images of the woman with dog bite wounds quickly spread on social media, causing a wave of intense outrage.
The leader of the Hong Van commune police confirmed that Tran Nhat Hoa and his son were summoned to the police station that same night. Based on the documents and evidence collected, the Criminal Investigation Department of the Hanoi City Police issued a decision to temporarily detain Tran Nhat Hoa and Tran Quoc Luong for investigation into the act of "disturbing public order".
Village head Pham Hong Thai said that the conflict between the two families had existed for many years, but he never expected it to escalate in such a dangerous way. Many local residents expressed concern that the use of animals to attack others was taking place in a densely populated residential area, posing serious risks to the community.
