Previously, Ms. P poured boiling water on PDGH (12 years old), her adopted child, because H. lost her lottery ticket.

According to initial information, Ms. P had a relationship as husband and wife with a man named T (52 years old) in Phu Quoc City. In addition to baby H., Mr. T also had a grandchild named NGB (7 years old). Due to conflicts, Ms. P broke up with Mr. T and took his two grandchildren to Ha Tien City to sell lottery tickets to earn a living every day. The children used to call Ms. P "foster mother".

At the police station, Ms. P confessed to physically abusing baby H because he lost his lottery ticket. The climax of the incident was on November 21, when she also poured boiling water on the baby's shoulder and right hand, causing severe burns. Upon receiving the report, the police of Binh San Ward (Ha Tien City) took the two babies to the Kien Giang Province Social Protection Center. The authorities are also working with Ms. Th., the mother of the two babies, to discuss taking the babies in and caring for them.

The investigation agency determined that from November until now, Ms. P from Phu Quoc to Ha Tien city brought along 2 children H. and her younger brother NGB (7 years old). In particular, H. was assigned by her to sell 300 lottery tickets/day. If she did not meet the target on any day, she would physically abuse her and throw boiling water on him. At the police station, Ms. P stated that because H often lost lottery tickets when selling, she did this to him.

According to the Ha Tien City Police (Kien Giang), on December 16, the Kien Giang Province Forensic Center had the results of the injury rate assessment for PDGH. Accordingly, baby H. was burned by boiling water with a disability rate of 19%. Lieutenant Colonel Trinh Tien Nam - Deputy Head of Ha Tien City Police (Kien Giang) told Tuoi Tre that normally, anyone who causes 11% disability to another person will be prosecuted for a criminal case. The fact that baby H. was inflicted with 19% by Ms. Nguyen Thi P is a serious injury compared to the baby's age.

"Currently, baby H.'s health has stabilized and she is being cared for at the Kien Giang Province Social Protection Center. We are coordinating with the same-level Procuracy to consider the possibility of initiating additional charges against Ms. Nguyen Thi P for the crime of Intentional Infliction of Injury," said Lieutenant Colonel Nam.

Lawyer Tran Minh Hung - Ho Chi Minh City Bar Association - said that if the "adoptive mother" threw boiling water on the girl, if there are results of an assessment of the disability rate and there are enough factors, she can be prosecuted for criminal responsibility for the crime of "intentionally causing injury" according to the provisions of Article 134 of the 2015 Penal Code, amended and supplemented in 2017. "The crime of "intentionally causing injury" can be punished with imprisonment from 6 months to 3 years," said lawyer Hung.
