Ngoc Anh rest stop is located next to National Highway 2, under the management of Phu Ho commune (Phu Tho town) and Phu Loc commune (Phu Ninh district), specializing in serving long-distance cars. A representative of the local government said that the stop was built around 2017-2018. Although the construction permit was issued in Phu Loc commune, then the construction stop encroached on the whole area of Phu Ho commune.

Mr. Cao Xuan Truong, Chairman of the People's Committee of Phu Loc commune, Phu Ninh district, said that the Ngoc Anh rest stop is located in the area of 2 communes of Phu Loc and Phu Ho commune (Phu Tho town). According to Mr. Truong, close to the rest stop is the superficial villa area of the 'white' Tuan Gypsy. On the morning of the day of his arrest, the villa was closed with the gate, inside there were 3 blocks of solid, spacious houses, a swimming pool and trees around. In the morning, only one person appeared inside this area.

Tuan "White's" huge villa was built around 2021-2022 on a production forest land. According to the photo taken from above, right behind the villa is a large hill that has been leveled and scooped up to get a construction site.

Local authorities have repeatedly made records and sanctioned the owners of the Ngoc Anh rest stop and the aforementioned huge villa for construction violations. After the police searched the residence and arrested Tuan "White", the rest stop was no longer operating.

According to the police, Tuan "White" was arrested to investigate the crime of Abuse of trust and appropriation of property. The case was carried out under the direction of Colonel Nguyen Minh Tuan, Director of Phu Tho Provincial Police, after capturing information from the area and the people provided.

Subject Nguyen Van Tuan was determined to have many violations of the law, causing frustration to people in Phu Tho province and the whole country. The police are expanding and considering land-related violations in the implementation of projects and business activities at the Ngoc Anh rest stop managed by Nguyen Van Tuan.

The Phu Tho Provincial Police informs all people in the country, who is a victim of property misappropriation by Nguyen Van Tuan, to send a denunciation to the Criminal Police Division of Phu Tho Provincial Police at the address: Zone 4, Nong Trang Ward, Viet Tri City, Phu Tho Province.
