Perhaps the writer's intention in this paragraph is to say that the building's design does not have a clear and specific style, and is a bit hybrid. However, architects usually do not criticize other people's works because of that. Because it depends on many subjective factors, and also personal feelings.

When reviewing a project, we often talk about function! Because that is the soul of the design and speaks to the architect's ability.
