HCMC has issued the conclusion of its investigation into the case, recommending the prosecution of Tran Thi Ngoc Trinh for "disrupting public order" under Article 318 of the Penal Code; propose to prosecute Tran Xuan Dong for "disrupting public order" under Article 318 of the Penal Code and for "using false documents of agencies and organizations" under Article 341 of the Penal Code.
