Confusing: the owner of the hair salon cursed, chased with a crowbar, threatened to beat the ward e-commerce staff, how is the situation?

Recently, a barber shop owner in Phu Nhuan district (Ho Chi Minh City). HCM) committed acts of cursing, holding a crowbar, and threatening to beat urban order officers. It is known that this action stemmed from the fact that he was reminded when arbitrarily digging, damming, leveling on the sidewalk.

Specifically, on August 3, social media suddenly circulated a clip - recording a hair salon owner cursing, holding an iron pole, threatening to beat ward People's Committee officials. This information was immediately shared quickly, causing many people to be frustrated.

Through research, the incident occurred on Tran Huy Lieu Street, Ward 15, Phu Nhuan District. Talking to the press in the afternoon of the same day, Ms. Pham Thi The - Chairwoman of the People's Committee of Ward 15 confirmed that there was the above incident, the person who was chased was an urban order officer of the ward People's Committee, while the chaser was Mr. P.D.H, the owner of a hair salon on Tran Huy Lieu street

Accordingly, on the afternoon of July 27, the urban order officer of the People's Committee of Ward 15 suddenly discovered that Mr. H had arbitrarily excavated, put and leveled the ground in the road safety corridor in front of the hair salon without a permit.

The urban order officer came to remind him, asking Mr. H to make an application for permission before digging, laying and leveling the ground on the pedestrian sidewalk. However, the man refused to sign the document and was uncooperative.

Mr. H then shoved the urban order officer out of the shop with his hands, cursed, threatened and chased him with a crowbar, threatening to beat him. At this point, another urban order officer tried unsuccessfully to stop Mr. H.

It is known that immediately after the above situation occurred, the police force was promptly present to assist, restrained Mr. H and another person, and took him to the headquarters.

Through extracting footage from the camera, the police recorded an incident where Mr. H spoke loudly, repeatedly cursed and chased with a crowbar, threatening to beat the urban order officer of the ward People's Committee, causing him to run away

On July 31, the People's Committee of Ward 15 proposed that the Phu Nhuan District Urban Management Office sanction administrative violations against Mr. H for arbitrarily excavating, filling and leveling the ground in the road safety corridor, the land along both sides of the road used for management and maintenance, protection of road works without a permit. The fine for this violation is 5 million VND.

Regarding the incident, the police of Ward 15 said that the unit has made a dossier to transfer the Police Investigation Department of Phu Nhuan District to investigate and handle Mr. H for acts against people on duty. The incident is being investigated and clarified by authorities

It is known that on July 26, the People's Committee of Ho Chi Minh City. HCMC has officially made a decision: promulgate regulations on management and temporary use of part of roadways and sidewalks. It clearly stipulates the collection of tolls for the use of roadways and sidewalks.

This decision will replace the previous decision No. 74/2008 and take effect from September 1. Accordingly, TP. HCMC sets out the principle that the temporary use of a part of the roadway or sidewalk must be licensed or approved by the competent authority.

Organizations and individuals that temporarily use a part of the roadway or sidewalk must pay fees according to regulations. At the same time, take responsibility for ensuring traffic order and safety according to the plan approved by the road traffic infrastructure asset management agency.

Many cases do not need permission (exemption from fees for using roadways, sidewalks) such as weddings, funerals ... but must notify the People's Committee of the commune or ward for guidance and support.
