According to information in the press, on October 6, the People's Prosecutor's Office of Yen Minh district (Ha Giang) approved the decision to prosecute the accused Dong Thi Ngoc (born 1977, in Bach Dich commune, Yen Minh district), former Principal of Bach Dinh Commune Kindergarten for the crime of abusing position and power while performing official duties.

Lao Dong Newspaper stated, from November and 12 of the 2020-2021 school year; in the 2021-2022 school year and the 2022-2023 school year, Ms. Ngoc took advantage of her position to make false documents to withdraw funds for cooking staff.

After that, Ms. Ngoc spent the withdrawn money for the wrong purpose, causing damage of nearly 190 million VND. From the 2023-2024 school year, students at Bach Dinh kindergarten will be supported with 160 thousand VND/month. However, the amount of support is not spent on the students' meals. In addition, the school also requires parents to pay 10 thousand VND/day and 2.5kg of rice/month.

In addition, the school also arbitrarily spends on other expenses without going through the parents' meeting.

Previously, in Dak Ro, a similar case also occurred, causing public opinion to be angry. After the accused accused "blocked" the money to support poor students and the teacher regime, the principal brought the money to pay.

The People's Committee of Tu Mo Rong district, Kon Tum province has decided to discipline Mr. Nguyen Van Hao, Principal of Dak Ro Ong Primary School (Dak Ro Ong commune, Tu Mo Rong district).

Previously, teachers of Dak Ro Ong Primary School sent an application to the People's Committee of Tu Mo Rong district reflecting that the school had signs of "not paying the regime" for students and teachers in the 2021-2022 school year; The school board has not ensured the regulations.

The People's Committee of Tu Mo Rong district has conducted verification, thereby determining that Dak Ro Ong Primary School has not paid students more than 13.4 million VND to support learning expenses and more than 20 million VND to support semi-boarding expenses. In addition, the school pays for teachers who teach classes 2 sessions/day not on time. Notably, with the money spent on this teacher, the school also made 2 different payment lists.

After knowing that there was a teacher who filed a complaint, the inspection agency came to verify, then the school proceeded to pay the above amounts.

The People's Committee of Tu Mo Rong district concluded that the responsibility for the above incident belonged to Principal Nguyen Van Hao. The school management board is also responsible for implementing classes that are not guaranteed according to regulations.

After that, the People's Committee of Tu Mo Rong district held a disciplinary council meeting, determining that the level of Mr. Nguyen Van Hao's violation was very serious, causing public opinion frustration, internal disunity, especially the failure to properly and adequately pay the regimes of teachers and students. After a secret ballot, the disciplinary committee decided to discipline Mr. Hao in the form of dismissal.

Expressing her views on this issue, Ms. Bui Thi An, former member of the XIII National Assembly, said that the fact that the principal realized the mistake and resigned was also something that should be encouraged. The principal already knew his responsibility more than others, so he didn't even resign.

However, according to Ms. An, it is not the end of the resignation, but at that time it is necessary to consider the responsibility and mistakes of that person, to what extent to handle whether he resigns or not.

"In the process of disciplinary action, the level of violation and harm caused by that person to society must be considered, so such handling is strict and deteriorating. Resignation is not done. What happened at this school shows the extremely poor management of the unit. And the selection of managers of that unit is also very poor, problematic," Ms. An said.
