The authorities of Phu Tho province developed a plan for channeling during the repair of Phong Chau Bridge. Accordingly, vehicles with a total load of 10 tons or less, rudimentary vehicles, motorcycles, and pedestrians are allowed to circulate through the Red River by pontoon bridge instead of the collapsed Phong Chau Bridge.

According to actual records of flood water levels, in the evening and night of October 1, the water level of the Red River, the section passing through the territory of Yen Bai city (Yen Bai) rises above alert 3, overflowing into some streets adjacent to the riverbank. In order to prevent flooding from occurring, people on the roads bordering the Red River urgently moved their belongings to a safe place.
