From January 1, 2025, the act of running a red light will be sanctioned "dramatically" according to Decree 168/2024/ND-CP. In addition, the use of images from surveillance cameras as evidence will make all violations difficult to deny, contributing to correcting traffic order and safety.
Traffic law violations, especially red light violations, remain a sore issue in Vietnam's urban areas. Despite many efforts to propagate and handle, many people still ignore the regulations, potentially posing a risk to themselves and the community.
However, from January 1, 2025, a new chapter in ensuring traffic order and safety officially opened with Decree 168/2024/ND-CP, promising to fundamentally change this situation. The key point of the decree lies in the sharp increase in fines combined with the application of modern surveillance technology, using images as irrefutable evidence.
According to the new decree, the penalty for running a red light has increased significantly. For cars, the fine ranges from 18 to 20 million VND, and will increase to 20 to 22 million VND if this behavior causes a traffic incident. Motorbikes are no exception with a fine of 4 to 6 million VND. This adjustment shows the strong determination of the authorities in correcting traffic order and safety.
This change shows the high determination of the authorities in correcting traffic order, and at the same time sends a strong message to those who deliberately violate.
One of the breakthroughs of Decree 168 is the use of images from the traffic surveillance camera system as evidence of sanctions. The system works on a simple but effective principle: cameras installed at key intersections record continuously. When a violation is detected, the image will be saved with detailed information about the time and location.
The use of images as evidence offers many advantages: high accuracy and objectivity. The image is recorded honestly, not affected by the subjective factor of the processor, ensuring fairness and transparency.
The process of handling violations is also optimized in the form of cold fines. Violation notices will be sent to the address of the vehicle owner, violators can look up detailed information on the online system. This saves time and effort for both violators and functional forces. Legally, the images from the surveillance cameras have been recognized as legal evidence, making it difficult to dispute.
In fact, this technology has been piloted in Hanoi on the first day of 2025. The traffic police have used professional cameras combined with mobile printers to handle cases of crossing red lights at key intersections. Images of violations are printed on the spot and for violators to confirm, creating a high consensus.
The application of the new penalty framework and the use of images as evidence are not only a deterrent and reduce violations but also make an important contribution to raising people's awareness of traffic law compliance. This is an important step towards building a civilized, safe and efficient traffic environment. In addition to sanctioning, the functional forces will also strengthen the propaganda and dissemination of the law to raise public awareness.
According to statistics, only on January 1, 2025, the Traffic Police nationwide have handled 13,591 cases of violations, fined nearly 28 billion VND, temporarily impounded many vehicles and deprived 2,603 driving licenses. In particular, violations of alcohol concentration and speed still account for a high percentage, showing that there is still a part of the population that is not really aware of the importance of complying with traffic laws.
