Having dreamed of winning the l.ottery many times but being in debt, the woman cruelly took over 300 l.ottery tickets from a blind person.
On September 16, Tan An Ward Police, Buon Ma Thuot City, Dak Lak Province said they are continuing to consolidate the case file against Ms. Dao Thi Ngoc Hanh (44 years old, residing in Buon Ma Thuot City) for appropriating more than 300 l.ottery tickets from a blind person.
Previously, on the morning of September 15, Tan An Ward Police received a report from a blind woman about her l.ottery ticket being stolen.
According to the report, when this person was selling l.ottery tickets on Chu Van An Street (Tan An Ward), a woman came to ask to buy a l.ottery ticket. Taking advantage of the seller's visual impairment, the woman used a stack of old l.ottery tickets from the previous day to swap them for 99 l.ottery tickets of the v.ictim.
During the investigation, by noon on September 15, Tan An Ward Police had clarified that the person who caused the incident was Ms. Dao Thi Ngoc Hanh.
At the investigation agency, Ms. Hanh confessed that because she had many dreams of winning the l.ottery and was in debt, she had the idea of appropriating the l.ottery tickets.
Ms. Hanh's trick was to use old l.ottery tickets she had bought before but did not win, then go find a blind person to sell l.ottery tickets, pretend to buy them and swap or steal them.
Initially, Ms. Hanh confessed that in addition to the 99 l.ottery tickets, on September 5, 9 and 12, Ms. Hanh met the blind woman and pretended to buy and then stole 204 l.ottery tickets. Of the 303 l.ottery tickets, Ms. Hanh said she did not win any.
Previously, in Dak Lak province, a case of a l.ottery ticket seller having 450 tickets stolen by a thief caused public outrage. An old man was leaning on a cane to invite customers when a young man on a motorbike snatched his l.ottery ticket, causing him to fall. On September 6, Buon Ma Thuot City Police (Dak Lak) said they were coordinating with Thanh Cong Ward Police to search for the young man who snatched 450 l.ottery tickets from an old woman.
According to initial information, on the morning of September 6, a young man stopped his motorbike near an old woman (about 80 years old) leaning on a cane, selling l.ottery tickets on the side of Y Jut Street, Thanh Cong Ward.
After looking around for a while, seeing that no one was paying attention, the young man snatched the l.ottery tickets from the old womanâs hand and sped away. The old woman tried to hold on to the l.ottery tickets and fell onto the road.
The young man's act of snatching l.ottery tickets was recorded by security cameras of nearby residents. According to a leader of Thanh Cong Ward People's Committee, the old woman is from Cu Ebur Commune, Buon Ma Thuot City. Initial determinations show that the old woman had 450 traditional l.ottery tickets snatched, not any m.oney.
In a similar incident, Tan Phu Ward Police (Dong Xoai City, Binh Phuoc) confirmed that a man selling l.ottery tickets reported that a car driver had snatched 59 l.ottery tickets.
The person who reported the incident was Mr. Nguyen Van Ha, 57 years old, residing in Dong Xoai City. Mr. Ha has had a leg disability since childhood and sells l.ottery tickets to make a living. Initial information shows that at around 7am that day, Mr. Ha was sitting on the sidewalk, near the intersection of Tran Hung Dao and Nguyen Van Linh (Phu Tan Quarter, Tan Phu Ward) selling l.ottery tickets. At this time, a man in a red 5-seat car pulled over, rolled down the window and asked to buy l.ottery tickets. Mr. Ha gave the customer a pile of numbers to choose from.
The man then bought 5 l.ottery tickets, paid, and quickly drove away. However, when he looked at the stack of l.ottery tickets the customer returned, Mr. Ha was shocked to discover that there were too few remaining. He used his cane to chase after the car, but it had already gone.
Seeing the old man crying in a daze, the people around him asked about the incident and learned about it, so they took him to the police station to report it. After counting, Mr. Ha had a total of 59 l.ottery tickets stolen.
According to Mr. Ha, this was the third time his l.ottery ticket was snatched. Learning from previous experiences, he tried to remember the license plate number and provided it to the police. After receiving the case, Tan Phu Ward Police extracted security camera footage to clarify the incident.
