Miss Phuong Le and a series of scandals before being invited to work for editing the National Anthem

At a press conference on the afternoon of August 22, the Chief Inspector of the Department of Information and Communications of Ho Chi Minh City mentioned the controversy over Miss Phuong Le (real name Le Thi Hau Phuong) singing a parody of the National Anthem on livestream, causing public outrage.

According to Ms. Vo Thi Thu Suong: "The Department of Information and Communications is coordinating with relevant authorities to invite Ms. Le Thi Hau Phuong to work and take measures to handle the case in accordance with legal regulations."

The Department also said that the use of the National Anthem has been guided by the Ministry of Culture, Sports and Tourism in Instruction No. 3420/HD-BVHTTDL dated October 2, 2012 on the use of the National Flag, National Emblem, National Anthem, and portrait of President Ho Chi Minh.

Accordingly, the National Anthem is used in flag-raising ceremonies at state offices, schools, political ceremonies of the country, organizations, national festivals, state and international sporting events...

Therefore, using the National Anthem in violation of the above instructions may result in criminal prosecution. Article 351 of the 2015 Penal Code stipulates "Crime of insulting the National Flag, National Emblem, National Anthem": Anyone who intentionally insults the National Flag, National Emblem, or National Anthem shall be subject to a warning, non-custodial reform for up to 3 years, or imprisonment from 6 months to 3 years.

In the field of administrative sanctions, there are currently no specific regulations to punish violations that insult the National Flag, National Emblem, and National Anthem.

Previously, social media circulated a clip recording Phuong Le's livestream, in which she sang a parody of the National Anthem (Marching Song). The online community was outraged by Phuong Le's uncivilized attitude and lack of respect for the National Anthem and hoped that the authorities would investigate.

On August 16, Phuong Le spoke up and apologized to the audience.

"First of all, Phuong Le would like to apologize to everyone if her statement caused misunderstanding, upset, and discomfort," this person shared. However, the above statement is not satisfactory to the online community.

Also on August 22, the organizing committee of Golden Bell of Traditional Music announced that Vu Luan withdrew from the position of judge of this year's competition.

Phuong Le was born in 1979, from Tra Vinh, and won the Mrs. World Peace pageant. Before the National Anthem parody incident, Phuong Le caused a stir when Vu Luan proposed to her, and the two held an engagement party. This was also the time when Vu Luan was involved in a scandal involving Hong Loan.

Even, according to a recent livestream, Phuong Le revealed that Vu Luan has been attacked a lot recently. This person also responded to the rumor that Vu Luan paid off his debt. "It's all fabrications, made up stories without any evidence about us. For example, saying that I paid off Vu Luan's debt. If I paid off Vu Luan's debt even by 1,000 VND, I would immediately encounter misfortune. This story was told to humiliate Luan," Phuong Le said.

Previously, Phuong Le had made controversial statements in the online community. For example, in December 2022, when a boy in Dong Thap fell into a concrete pillar, Phuong Le said on her personal page: "Hearing this makes my heart ache. Praying that my child is still alive, I will sponsor him to finish college and repair the house to make it warm for him if his parents agree. Let's pray together, everyone." Phuong Le's move caused a stir. The audience thought that if Phuong Le really wanted to help, she could have contacted the family directly, instead of posting on social media.

The reason why the online community "doubts" Phuong Le's sincerity is that in addition to the above incident, this person has spoken out in many other scandals, whether they are related to her or not.
