Hanoi: 2 teenagers seriously injured after collision, shocking thing found next to them

A traffic accident that happened last night has attracted a lot of attention from the public because of what was left next to the victim. More importantly, both teenagers involved in the accident were young.

On the morning of January 21, speaking with reporters, Mr. Pham Quoc Viet - Captain of the FAS Angel First Aid Support Team (Hanoi) said that at around 11pm last night (January 20), the team received a phone call informing them of a traffic accident on Ho Tung Mau Street, asking for team members to help take the victim to the emergency room.

According to Mr. Viet, this was a traffic accident in which two teenagers fell and crashed into a pillar at the elevated railway station on Ho Tung Mau Street. Anyone who witnessed the scene would feel sorry, but would have to discuss the issue of educating children about traffic awareness.

"Two young men (born in 2008) could not have had a motorbike license yet but drove, speeding and drunk. When the accident happened, they were still carrying a bottle of wine with them," said Mr. Viet. Both victims were later taken to the emergency room with serious injuries.

The FAS Angel First Aid Team Leader (Hanoi) added that this was not an uncommon accident, because during the end of the year there are many cases of young people driving motorbikes at high speed and loitering at night. Most of the subjects are from the provinces, disregarding the law, causing disorder, traffic safety for themselves as well as surrounding people and causing difficulties for the authorities.

Through this incident, the Captain of the FAS Angel First Aid Support Team (Hanoi) wishes to share his experience, parents need to pay attention to educating young people about law compliance as well as managing their children, especially at night.

So how much will underage drivers like the two teenagers above be fined? According to the new update, in 2025, underage drivers will be fined at the following levels:

- Fine from 400,000 VND - 600,000 VND for people from 16 years old to under 18 years old driving motorbikes with cylinder capacity from 50 cm3 or more.

- In case a person from 14 to under 16 years old drives a motorbike, the lightest administrative penalty will be a warning.

Article 60 of the Road Traffic Law stipulates the conditions on age and health of drivers as follows:

- People aged 16 years or older are allowed to drive motorbikes with a cylinder capacity of less than 50 cm3;

- People aged 18 years or older are allowed to drive two-wheeled motorbikes, three-wheeled motorbikes with a cylinder capacity of 50 cm3 or more and vehicles with similar structures; trucks, tractors with a load capacity of less than 3,500 kg; passenger cars with up to 9 seats;...

Thus, for motorbikes with a cylinder capacity of 50 cm3 or more, the driver must be over 18 years old and have a suitable driving license issued by a competent state agency. For motorbikes with a cylinder capacity of less than 50 cm3, although the driver does not need a driving license, he or she must be 16 years old or older.

In addition, in 2025, students in particular and underage drivers in general need to pay attention to some new regulations to avoid being fined. That is, they can be fined for traffic violations, have points deducted, have their driving licenses and vehicles confiscated or temporarily detained while waiting for the violation to be handled.

In addition, those who hand over vehicles to students will be fined from 8,000,000 to 10,000,000 million VND and have their driving license points deducted and their vehicles impounded. Also in 2025, students aged 16 to 18 will be taught safe driving instructions before being allowed to drive 50cc motorbikes and electric motorbikes under 0.4kw.
