At 11:58 p.m. on March 20, the Government Information account officially posted detailed information and announced the fines for Quang Linh Vlogs (Pham Quang Linh, born in 1997) and Hang Du Muc Nguyen Thi Thai Hang, born in 1995).

"Fine Ms. Nguyen Thi Thai Hang and Mr. Pham Quang Linh 140 million VND for false advertising" - is the information posted. In the comment section, the Government Information page clearly announced the content and level of the fine. Hang Du Muc and Quang Linh Vlogs were each fined 70 million VND for being the hosts of livestreams that falsely advertised vegetable candy.

Previously, on March 14, the Department of Radio, Television and Electronic Information (Ministry of Culture, Sports and Tourism) invited Nguyen Thi Thai Hang (Hang Du Muc), Pham Quang Linh (Quang Linh Vlogs), and Nguyen Thuc Thuy Tien to work to clarify the level of participation in livestream sessions selling KERA vegetable candy products.

Working with state management agencies, Hang Du Muc, Quang Linh Vlogs and Miss Nguyen Thuc Thuy Tien all admitted their mistakes for not clearly understanding the ingredients of functional foods before promoting the products, leading to the transmission of false information during the livestream sales process.

Based on the level of violation, the Department of Radio, Television and Electronic Information has drawn up a record of administrative sanctions against Pham Quang Linh and Nguyen Thi Thai Hang, the owners of the livestream session, for false advertising, causing confusion about the quality of the announced product.

Miss Nguyen Thuc Thuy Tien was a guest so she was not punished but was reminded to pay more attention to complying with legal regulations on advertising and regulations on providing information online.

Also on March 14, a representative of CER Group clarified Miss Thuy Tien's role with the vegetable candy product. Accordingly, she took on the role of KOLs promoting the product and up to now, she has not received any remuneration from the project. "When I learned about the KERA candy product, Thuy Tien felt satisfied because this product is related to clean agricultural products. This comes from the desire to help farmers," the representative said.

Speaking more about the phrase "brainchild" that Miss Thuy Tien once wrote on her personal page when referring to the KERA vegetable candy product, the company representative also explained: "Thuy Tien said this product is like a 'brainchild' just as a joke. It's like dedicating her heart to supporting the development of Vietnamese agricultural products, even if it's just a small contribution."

On the morning of March 20, the National Institute for Food Safety and Hygiene Control (Ministry of Health) announced the results of testing KERA vegetable candy. Accordingly, the indicators of protein, sugar, fat, and total energy content are basically consistent with the product's self-declaration.

However, the agency also discovered that the product contained Sorbitol - a sweetener with a content of 33.4g/100g but was not listed on the product label as prescribed. The Food Safety Department has sent an official dispatch to the Ho Chi Minh City Food Safety Department and the Dak Lak Health Department requesting that violations be handled in accordance with the law.

Regarding the notice of fine, Government Information stated clearly in the comment section, specifically as follows: "Quang Linh and Hang Du Muc were fined according to Clause 5, Article 34 of Decree No. 38/2021/ND-CP regulating administrative sanctions in the field of culture and advertising, amended and supplemented by Decree No. 129/2021/ND-CP dated December 30, 2021 of the Government, due to incorrect advertising behavior, causing confusion about the announced quality.

The fine for the above-mentioned act is 70 million VND for each individual, and Quang Linh and Hang Du Muc must take remedial measures to correct the information regarding the violation.
