Chinese media immediately began investigating Xa Khai Luan - the person who is believed to have connected with Trieu Vy's ex-husband to invest in the above illegal business lines. According to newspaper 163, Xa Khai Luan's original real name is Xa Tri Giang, born in 1982, in the poor village of Thieu Dong, Hunan (China). At the age of 14, Xa Tri Giang dropped out of school, left his hometown to go to Guilin (Guangxi, China) to work for a living.
In one year, Xa Tri Giang worked 20 different jobs, from working as an apprentice at a hair salon, serving dishes in a restaurant, to washing cars. In 2000, under the persuasion of his friends, Xa Tri Giang went to the Philippines and other Southeast Asian countries to join a gang of scammers, and then became the boss of the network. Thanks to his illegal business activities, Xa Tri Giang accumulated a net worth of up to 2.1 billion yuan (more than 7,200 billion VND).
In 2012, Chinese police dismantled this ring and issued an arrest warrant for Xa Tri Giang. However, the authorities were unable to capture Xa Tri Giang to bring him back to China for trial because he fled to the Philippines. In 2017, Xa Tri Giang fled to Cambodia. He obtained Cambodian citizenship and changed his name to Xa Khai Luan to avoid police pursuit. Under his new identity, he established the Asia Pacific International Company in Hong Kong (China). Xa Khai Luan was not even afraid of being discovered as a criminal and joined the Overseas Chinese Chamber of Commerce, and sat in the vice president's chair.
According to 163, in addition to doing business under the name of Asia Pacific International Company, Xa Kai Lun also bought land, built houses, and rented offices to open a factory to cheat people in KK Park - a notorious telecommunications fraud park in Myawaddy, Myanmar. 163 said that Xa Kai Lun and the local armed forces shared profits at a ratio of 6-4. He cheated gamblers and then lured customers into human trafficking to pay off debts, with prices ranging from 20,000 yuan to 300,000 yuan (from 70 million VND to 1 billion VND). By the time of his arrest in 2022, Xa Kai Lun had cheated more than 330,000 people.
According to the victim from Fujian (China), he was affected and lost 3 fingers because he escaped. Meanwhile, another friend of his was locked in an iron cage and soaked in water day and night because he resisted. Newspaper 163 reported that "modern slaves" in the factory in Myawaddy had to work 20 hours, only allowed to go to the toilet 5 times a day. If they did not meet their KPI for the day, they would be starved or sold to another place. Therefore, most of the victims who were redeemed, or were lucky enough to escape or were rescued, showed signs of psychological instability, even mental disorders.
In early 2022, Xa Luan Khai was targeted for investigation and arrest by police in China, Myanmar, Cambodia and other countries. He fled to Thailand and was arrested there in August 2022. Xa Luan Khai's horrific crimes were also published in the media.
