In early October 2023, a video recently appeared on social media that allegedly shows Miss Bui Quynh Hoa inhaling laughter balls with a group of friends. Many viewers expressed their frustration at the bad image of Miss Universe Vietnam 2023.

On the morning of November 1, the organizers of Miss Universe Vietnam officially announced that Bui Quynh Hoa had admitted and apologized, explaining that the incident happened 10 years ago when she was a high school student and then did not use it again.

The organizers emphasized that the incident happened a long time ago, when Bui Quynh Hoa was under 18 years old and realized the error of his behavior.

The organizers of Miss Universe Vietnam also announced the conclusion from Miss Universe (MUO), refuting the question about Bui Quynh Hoa buying the award. MUO assessed the contest as transparent after receiving explanations from the organizers, including the jury's scoring table and the process of verifying candidates' records.

After admitting to using laughing balls, the Government Information fan page suddenly posted information related to the incident.

Specifically, the Government Information website has published an article with the following content:

"The Police Department investigates crimes about illegal substances. The Ministry of Public Security is coordinating with relevant units to proactively grasp the situation and identify the actual use of "laughing balls" and new psychotropic substances in the country.

Refer to the regulations of the International Banned Substances Control Board (INCB) and countries around the world on these substances to propose feasible solutions to prevent and combat the use of "laughing balls", avoid causing unpredictable consequences and BAD PUBLIC OPINION IN SOCIETY!"

Under the comment, the Government Information website emphasized: "Currently, functional forces under the Ministries: Public Security, Industry and Trade and Health are coordinating to study and assess the actual demand for N2O gas in the country, thereby taking measures to tighten imports, and at the same time study and issue, supplementing regulations strictly managing domestic N2O gas trading activities and regulating the import, trading and proper use of this gas".

Notably, the Government Information page used the image of Miss Bui Quynh Hoa to illustrate the article. Below, crowds of spectators demanded that the queen be stripped of her crown.

As for Bui Quynh Hoa, she has now left for El Salvador to compete in Miss Universe 2023 as a representative of Vietnam despite the opposition of public opinion in the country.

As noted, apart from close friends and colleagues, only a few fans went to the airport to say goodbye to Vietnamese representatives.

Bui Quynh Hoa was born in 1998, a native of Hanoi, 1.75 m tall, measuring 3 rounds of 83-60-94 cm. She won the title of Miss Ao Dai Vietnam World 2017, won the gold award of Vietnam Supermodel 2018, and entered the top 10 of Miss Universe Vietnam 2022. In 2022, she was crowned International Supermodel in Thailand.

In 2023, she will take on the position of coach of the Miss Transgender Vietnam and Miss Earth Vietnam pageants, serving as a judge on Super Model International Philippines.

In addition to modeling, Bui Quynh Hoa runs a real estate business, produces coffee and opens a flower shop in Ho Chi Minh City. She is studying Directing at HCMC University of Theatre and Cinema.

The 72nd Miss Universe took place in El Salvador from November 3 to 18, bringing together more than 80 contestants from countries and territories. The reigning Miss is American beauty R'Bonney Gabriel.
