Lawyer Cuong analyzed that, according to the law, a public place is a place where many people live together. In public places, everyone is guaranteed freedoms, basic rights of citizens are recognized by the constitution and law, in which life, health, honor and dignity are protected.

Accordingly, in addition to the act of physically impacting a public place which is a violation of the law, the person who commits the act of physically impacting a public place without causing serious injury but adversely affecting security, social order and safety, the person who commits this act is still prosecuted for criminal liability for the crime of intentionally disturbing order according to the provisions of Article 318 of the Criminal Code.
