The Ministry of Health has proposed expanding the policy of supporting childbirth, adding more groups of beneficiaries who will receive a minimum of 2 million VND per birth to encourage increased birth rates and balance the population in the new phase.
The Ministry of Health is proposing to expand the policy of supporting childbirth through a draft decree on the population law, which includes adding groups of women giving birth who will receive support of 2 million VND per case. This move is expected to contribute to adjusting birth rates in many localities and perfecting population policy in the new phase.
According to the draft decree on population law, in addition to the group of women who have two children before the age of 35, the drafting agency proposes adding two more groups of women to the list of those eligible for childbirth support. Specifically, the first group consists of women from very small ethnic minority groups, and the second group consists of women living in provinces and cities with birth rates lower than the replacement level.
Expanding the scope of support for childbirth is seen as an appropriate adjustment in the context of many areas facing declining birth rates. With the change in population policy, adding a group of women who give birth and receive 2 million VND in support will create more incentive for families to consider having children.
According to the proposal, each woman eligible for support will receive a minimum of 2 million VND for each birth. In the case of multiple births, the support amount will be cumulative. For example, if a woman gives birth to two children, the total support could reach 4 million VND, and if she gives birth to three children, this figure could increase to 6 million VND.
Notably, the draft decree on population law also clearly stipulates that if a person belongs to multiple target groups, they are still entitled to the full range of corresponding childbirth support policies. This means that a woman giving birth to a child belonging to all three groups could receive a total support of 2 million VND for each criterion, resulting in a higher level of support in practice.
According to calculations from policy-making agencies, the total cost to implement this childbirth support program is estimated to exceed 1,800 billion VND per year. The funding will be guaranteed by local budgets, while also allowing flexibility in disbursement to suit the actual conditions in each locality.
The draft also empowers provincial People's Councils to decide on childbirth support levels higher than the minimum of 2 million VND if budgetary conditions permit. Payments can be made in cash or via bank transfer, and are implemented by the commune-level People's Committees.
In fact, some localities have previously implemented policies to support childbirth and have recorded certain positive results. In Ho Chi Minh City, which has had a low birth rate for many years, the policy to support women giving birth currently ranges from 3 to 5 million VND per case. The number of women who have received support there has reached thousands.
The finalization of the population law decree, which expands support for childbirth, is seen as the next step in the process of adjusting population policy. If approved, the new regulations are expected to take effect from July 1st, contributing to reorienting behavior in society.
In the context of declining birth rates in many urban areas, policies supporting childbirth not only have financial significance but also reflect a long-term orientation towards population structure. Increasing the support of 2 million VND for women giving birth is expected to have a positive impact, contributing to maintaining a stable population size in the future.
Starting today, the reward for solving a case will be increased to a maximum of 20 million VND per case.
