On July 30, 2021, Ninh Binh City Police (Ninh Binh Province) consolidated the case file to handle 13 people gathering to use banned substances in a karaoke bar in the area. Previously, at about 2:35 a.m. on July 29, the Criminal Police Team of Ninh Binh City Police inspected Phan Tom karaoke bar owned by Nguyen Anh Tuan (29 years old, residing in Ninh Binh City).
