On February 13, the 141st Hanoi City Police Team discovered one case, arrested 1 subject with signs of criminal offenses, and seized 26 metal cylinders suspected of containing laughing gas.

In the morning of February 13, 2024 (the 4th day of Lunar New Year Giap Thin), the Hanoi Traffic Department information, around 23:40 on January 12 (the 3rd of Tet), the working group Y2/141 set up a violation handling point at Kim Ma Street (horizontal section of 41 Kim Ma Street, Ba Dinh District, Hanoi), detecting cars bearing BKS 29D-05.xxx, With suspicious expressions, the working group conducted an administrative inspection vehicle stop.

During the inspection, the male driver of the car failed to produce the vehicle registration, checking at the cargo compartment of the vehicle, the police found 26 specialized metal cylinders, including 25 gas tanks.

Through struggle, the identity of the car driver was clarified as P.D.H. (B.N. 1999, in Dong Da district). Mr. H. said the above-mentioned metal cylinders all contained N20 gas (laughing gas). The male driver was transporting for consumption when he was arrested by the task force.

Major Nguyen Hoang Hai, Leader of Working Group Y2/141, said that during the peak of ensuring security and order during the Lunar New Year, the working group has synchronously implemented measures and solutions to ensure traffic safety, prevent and fight racing crimes, etc promoting illegal racing, carrying weapons to disrupt public order in the city. N20 is a gas that a part of young people often misuse for fun and entertainment (using laughing balls) when inhaled into the human body has the ability to strongly affect and stimulate some points of the nervous system, creating a feeling of lightheadedness and causing laughter.

The frequent abuse of N2O gas can cause disorders such as: Stinging sensation in the tips of the limbs and staggered walking, causing mood disorders, memory disorders, sleep disturbances, cardiovascular effects, hypotension, anemia to the brain. Using laughing balls containing N2O gas is especially dangerous when used with some other banned substances to lose control of behavioral capacity, causing insecurity and order and danger to society.

Currently, the Y2 working group has handed over P.D.H. and exhibits to the police of Kim Ma ward to continue investigating and handling according to regulations.

In Vietnam, particularly for the food sector, the Ministry of Health has issued Circular 24/2019/TT-BYT dated 30.8.2019 regulating the management and use of food additives, in which N2O is a food additive that functions as a propellant, foaming agent, packaging gas, Antioxidants are allowed to be used in some foods such as fermented milk, cream, freshly peeled or cut berries, pasta, noodles ... (this regulation is in line with the regulation of the International Food Standards Committee - Codex).

Organizations and individuals producing and trading in food additives in general and N2O gas in particular must self-declare products at local food safety management agencies and must ensure requirements for food additives: Permitted use and right food objects;

Do not exceed the maximum use for a single food or food group; minimize the amount of food additives necessary to achieve the desired technical effect; There is no risk to human health.
