On the evening of March 26, in Thai Binh, Captain Ngo Viet Thanh spotted a young man driving a motorbike at high speed, showing signs of alcohol use, so he signaled him to stop for inspection. However, the driver did not stop and instead crashed straight into Mr. Thanh.
