On behalf of the Politburo, General Secretary To Lam signed and promulgated Resolution No. 80-NQ/TW. A special highlight of this resolution is the unanimous decision to designate November 24th each year as "Vietnamese Culture Day".
According to Resolution 80, the Politburo affirmed that the development of culture and human resources is the spiritual foundation of society, an important endogenous resource, a great driving force, and a pillar for the rapid and sustainable development of the country. Culture is not only seen as a separate field but also as a "regulatory system" closely linked to politics, economics, society, environment, national defense, security, and foreign affairs, truly becoming a soft power of the nation in the new era.
The selection of November 24th as "Vietnamese Culture Day" carries profound significance. It not only recognizes the central role of culture in social life but also aims to create conditions for the people to enhance their appreciation of cultural values and awaken national pride. Simultaneously, it encourages artists and writers to be creative, and promotes a cultured, civilized, and healthy lifestyle throughout society.
The resolution also sets out the overall goal for 2030: to build and develop an advanced Vietnamese culture, rich in national identity, unified in diversity; possessing national, democratic, humanistic, scientific, and modern characteristics. In this context, building a healthy cultural environment is identified as a continuous task, starting from the family and school, spreading throughout society and the digital space.
Furthermore, the resolution emphasizes the need to develop literature and art in a manner commensurate with the nation's cultural history and its position in the new era. A series of specific tasks are set out, such as: essentially completing the restoration and preservation of special national monuments; restoring and preserving intangible cultural heritage and traditional art forms that are at risk of disappearing and require urgent protection.
Notably, Resolution 80 identifies the development of cultural industries as a strategic direction. The goal is to form an ecosystem for cultural and creative arts startups; to build several cultural industry corporations, creative industrial clusters and zones, and international-level cultural creative complexes, based on high technology and innovative business models. Through this, Vietnam aims to become an attractive destination for major cultural and artistic events in the region and around the world.
The resolution also sets out many specific and clear targets. These include perfecting the national cultural institution system, ensuring that 100% of local governments at both levels and the armed forces have cultural institutions that meet the needs of citizens and officers and soldiers for cultural creation and enjoyment. The goal is to ensure that 90% of grassroots cultural institutions operate regularly and effectively.
Another important goal is to promote digital transformation in the cultural sector. Accordingly, by 2026, the aim is to complete the digitization of 100% of cultural heritage sites that have been ranked at the national and special national levels. At the same time, 100% of students in the national education system will have access to and participate regularly and effectively in arts and cultural heritage education activities.
Regarding resources, the resolution requires ensuring adequate investment in cultural development, with a minimum of 2% of the total annual state budget expenditure and gradually increasing according to practical needs. In particular, priority is given to three breakthrough areas: training and rewarding cultural and artistic talents; applying science, technology, and digital transformation; and commissioning the creation of literary and artistic works of high ideological and artistic value.
The long-term goal is for cultural industries to contribute approximately 7% of GDP; to establish 5–10 national brands in fields such as film, music, fine arts, performing arts, cultural tourism, design, and fashion. Simultaneously, the aim is to successfully build 5 international art festivals and cultural events; establish 1–3 more Vietnamese cultural centers abroad; and strive to have 5 more cultural heritage sites inscribed by UNESCO, affirming Vietnam's cultural position on the international stage.
