A woman in Hanoi was fined 5 million VND for letting her daughter sit on the roof of a moving car, causing danger and indignation. Traffic police advised to obey safety laws.
On October 17, the online community was abuzz with the image of a small car with license plate 30E-743.xx traveling on the road with a person sitting on the roof. This image quickly attracted attention because it posed a serious traffic safety risk and caused disgust to road users.
Immediately after the information spread, the Traffic Police Department of Hanoi City Police directed the Road Traffic Police Team No. 6 to urgently investigate. Thanks to professional measures, the authorities identified the driver of the vehicle as Ms. D.NL, born in 1979, residing in Nghia Do Ward, Cau Giay District, Hanoi.
At the police station, Ms. D.NL stated that the incident occurred at 5:14 p.m. on October 16, 2025, while she was driving on Hoang Minh Thao Street. Due to carelessness in opening the sunroof, her daughter climbed onto the roof of the car while the car was still moving. Immediately after discovering this, she asked her daughter to sit down and close the sunroof to ensure safety. Ms. L. said that she did not intentionally let her child sit on the roof of the car, but the incident still violated traffic safety regulations.
Based on the verification results, Road Traffic Police Team No. 6 has issued an administrative penalty notice to Ms. D.NL for the act of "Carrying people on the roof of the car" according to the provisions of Decree 168/2024/ND-CP. The fine applied is 5 million VND and 6 points deducted from the driver's license. This is one of the strict measures to deter potentially dangerous acts that cause insecurity for traffic participants.
The act of letting people sit or stand on the roof of a vehicle while it is in motion is not only a violation of the law but also poses a very high risk of accidents. According to statistics, cases of sitting on the roof of a moving vehicle can cause serious accidents, affecting the lives of people in the vehicle and other vehicles.
