The latest post of Chu Thanh Huyen â the wife of midfielder Nguyen Quang Hai â about her husband bringing a large amount of functional foods after a business trip abroad is causing a "storm" on social networks. The image of Quang Hai sitting next to a suitcase filled with boxes of health protection products not only made the online community admire the thoughtfulness of the male player but also sparked a fierce controversy about customs procedures.
Quang Hai's "psychology" and questions from the public
In the post, Chu Thanh Huyen shared about her husband carefully preparing a variety of functional foods for his family after a business trip. This action quickly received many praises, saying that this is a testament to the deep concern that the player has for his wife, children and relatives.
However, in parallel with the congratulations and admiration, many opinions have raised great questions about the validity of this "huge" number of goods when entering Vietnam.
The online community pointed out that, according to current regulations, if personal luggage has a large quantity, the value exceeds the permissible tax exemption, or shows signs that it is goods for commercial purposes, the person entering the country is required to declare customs and fully fulfill tax obligations according to the law. Accepting only "shipping charges" or "other charges outside the regulations" (if any) is not a substitute for legal procedures.
Legal perspective: "Portable goods" must comply with regulations
Regarding this issue, Lawyer Dang Van Cuong has made a clear statement. He emphasized that all activities of exiting, entering and transporting goods across the border must absolutely comply with Vietnamese law. Vietnamese citizens returning from abroad have the right to buy goods to take home, but must comply with regulations on customs declaration as well as regulations on export and import.
Lawyer Cuong cited Clause 6, Article 3 of Decree 98/2020/ND-CP to clarify the necessary conditions for goods transported through border gates, including: Goods must have clearly attached invoices and documents. Not on the list of import bans or suspension of imports. An import license is required (for goods imported under a license). Imported through border gates in accordance with regulations. Goods must be stamped with import and fully taxed according to law.
Accordingly, items purchased for personal consumption, also known as "portable goods", are only considered valid when they fully meet the above conditions. Any goods transported into Vietnam without complying with these regulations are considered smuggled goods.
Lawyer Dang Van Cuong also pointed out that it is common for Vietnamese people to buy goods abroad as gifts or for personal use, as long as they comply with regulations on cross-border goods management.
In Quang Hai's case, it is not uncommon for a player to buy functional foods from abroad after a business trip. However, the crux of the problem lies in "large quantities" and the behavior of "not declaring customs". If the amount of functional foods exceeds the duty-free allowance for personal baggage and is not declared as prescribed, this act may constitute a violation of the law.
