Forecast to have great destructive power, Typhoon Kalmaegi is moving into the mainland of Vietnam in the next few hours. People in Quy Nhon and neighboring provinces are warned not to go out on the street after 18:00.
According to a report by the Gia Lai Department of Agriculture and Environment, the whole province is expected to evacuate 93,400 households, equivalent to more than 340,000 people, mainly in areas at risk of landslides, flooding and being divided when the storm makes landfall. As of 6 p.m. on November 5, functional forces have evacuated more than 2,200 households, with nearly 7,000 people arriving safely. However, 27 communes and wards in the Eastern region have not yet fully updated their data on the management system.
At the meeting, Chairman of Gia Lai Provincial People's Committee Pham Anh Tuan asked the Vice Presidents in charge of each bridge point to directly inspect the scene, report on the progress of relocation of people and the preparation of rescue materials and means. He emphasized that ensuring the safety of people's lives is a top priority.
"Localities must actively relocate people from dangerous areas, especially areas at risk of landslides and flash floods. In critical places, it is necessary to arrange forces on duty 24 hours a day to be ready to respond," Mr. Tuan said.
The Provincial Chairman also asked to stop all construction works, dismantle cranes at ongoing projects to avoid risks during rainstorms. With the system of lakes, irrigation dams and hydropower, management units must proactively discharge floods early, regulate reasonably, and avoid the situation of "flood discharge in the upstream causing heavy flooding in the downstream".
Notably, Mr. Pham Anh Tuan warned: "If serious flooding occurs due to unreasonable flooding causing death, criminal liability will be considered at the level of murder."
Speaking at the direction, Deputy Minister Nguyen Hoang Hiep acknowledged Gia Lai's proactive spirit in storm response. He appreciated the activation of the prevention scenario at a higher level than the warning, especially the relocation of people before the storm makes landfall.
According to Deputy Minister Hiep, Typhoon No. 13 has very strong winds, moves quickly and has not shown signs of decreasing in intensity. "The path of the storm is heading straight to Quy Nhon. It is expected that from noon on November 6, heavy rain will begin, and in the evening the storm will make landfall, coinciding with the time of the high tide, causing the coastal water to rise up to 7-8 meters," Mr. Hiep warned.
The Ministry of Agriculture and Environment requires all irrigation reservoirs and hydropower plants in the area to discharge water before 18:00 on November 6, ensuring the safety of downstream when storms and heavy rains occur at the same time. The relocation of people needs to be completed before 12 noon on November 6.
"In particular, from 18 o'clock on November 6, the eastern area of the province absolutely does not let people go out on the street. Functional forces must block and control all traffic in dangerous areas," Deputy Minister Nguyen Hoang Hiep emphasized.
In addition to the coastal area of Quy Nhon â which is forecast to be directly affected, the west of Gia Lai is also warned of wind gusts of level 9 to 11. Therefore, localities in this area must immediately implement a plan to ensure the safety of people, works, crops and livestock.
